Step-by-step: fix any government form photo (works on mobile)

Step 1 — Start from the original, not WhatsApp

Open the photo from your phone gallery or take a new one against a plain wall. Forwarded WhatsApp images lose quality and often fail even after compression.

Step 2 — Convert HEIC or PNG to JPG
